1.EUROWEB Application Origin Country Passport Home University diplomas  Any documents regarding learning credentials of applicant All documents should be sent in format requested on official EUROWEB website(generally it is in pdf.) and all documents you need to send which are in your native language must be translated in to English by authorized court translator.
2.EUROWEB Acceptance Wait until on EUROWEB rolls acceptance protocol, keep in to answer eventually requests (missing or inappropriate documents). In successful case, you are nominated as Scholarship Holder. If you applied for, your Host University will be PUB.
3. Learning Agreement from PUB Once accepted in EUROWEB, for any Scholarship Holder, first must be established an agreement between your Home and the Host Universities, mediated by Home University EUROWEB Coordinator and Host University (PUB) EUROWEB Coordinator, Stefan Stancescu, stst@elia.pub.ro. For Undegraduated Scholarship Holder, there are two main options for courses in Letter of Agreement, at FILS (PUB Faculty dedicated to Foreign Students), and ETTI (PUB Faculty for Electronics, Telecommunications and Information Technology). For Graduated Scholarship Holder (Master), there are only one option, at FILS. For PhD Scholarship Holder, there must be established a letter of acceptance from the doctoral coordinator professor(s). The Learning Agreement form may be obtained here The FILS courses may be obtained here. The EAII English courses may be obtained here. EAII site (in Romanian) is there. There may be a mix of courses from different years of both faculties, as it will be established in the Learning Agreement, between Host and Home Universities. Learning Agreement can be altered upon your arrival to University in case that some optional course which are in your Learning Agreement get cancelled.
4. Letter of Acceptance from MECTS Based on Learning Agreement signed by both parties, you must ask from the second LA, Letter of Acceptance, emitted by the Ministry of Education, Research and Innovation (MECTS – Ministerul Educaţiei, Cercetării, Tineretului şi Sportului). First, you must obtain a Letter of Acceptance from Host University (PUB) signed by PUB rector, mentioning your statute as EUROWEB Scholarship Holder and your subsistence allowance, after appropriate solicitation in your name by the PUB EUROWEB Coordinator Stefan Stancescu. Second, with PUB Letter of Acceptance, you must address an application for the issuance of letter of acceptance to studies from MECTS. The MECTS site has a page dedicated to international students. From there, download the application for the issuance of letter of acceptance to studies, or from here. Please obtain documents mentioned on cap. V as annexes. Complete form, scan and send with appropriate annexes to the PUB Coordinator. He will address your file to MECTS and manage to obtain the second ministerial LA.
5. Documents for visa — it depends from country .(to ask and visit personally for info at Romanian Embassy in your country). The main lines are: The visa is only for 3 months, temporary. Once in Romania, you must apply for residence visa in due time. Complete a visa solicitor form obtained from Embassy, Attach Letter of Acceptance from MECTS and , if necessary, PUB Letter of Acceptance mentioning subsistence allowance, Attach any personal documents in the form requested by the Embassy or Consulate. Ask EUROWEB PUB Coordinator about other documents requested, related to EUROWEB project under ERASMUS MUNDUS Action 2 program .
6. PUB registration This is the terminal point where all documents fits the PUB registration rules. You need to be at 009 room of PUB headquarters (rectorat) with: 6.1. Letter of Acceptance from MECTS – copy 6.2. Application for PUB registration – original, to be completed on place 6.3. Statement form, to be completed on place 6.4. High School Diploma legal copy 6.5. Bachelor Degree Diploma legal copy – only for Master students 6.6. Master Degree Diploma  legal copy – only for doctorate students (PhD) 6.7. Birth Certificate legal copy 6.8. Health Certificate – 2 copies (from Regie Health Center, vis a vis P19 hostel) 6.9. 4 photos 3/4 6.10. Passport (with appropriate visa) copy 6.11. Doctoral coordinator professor letter of acceptance (PhD only) 6.12. Documents from EUROWEB PUB Coordinator certifying your state as EUROWEB Scholarship Holder Each diploma must be with annexes. All legal copies must be in English, or in French, or in Romanian. The PUB International Students Service will inform each PUB Faculty implied in your Letter of Agreement about final Acceptance. Further, you will follow indications of your appropriate Faculty Secretary Service. Please keep in mind to keep originals of all transportation and health assurance payments, in view to obtain reimbursements from EUROWEB founds. All original payment bills should be registered as soon as possible at PUB office (there are legal limits between time stamp of the document creation and time stamp of document remittance at PUB financial service). Scan and send ASAP scans to PUB EUROWEB Coordinator, as e-mail attachments. Announce PUB EUROWEB Coordinator about your arrival in Bucharest  7 days before and get necessary links to hostel.
7. Final hints Once in Bucharest, please open a bank account at BCR Erste Bank (PUB agreed Bank), http://www.bcr.ro/en/bcr . The account number (IBAN) must be transmitted to PUB financial services. Your income from EUROWEB scholarship monthly allowances will be sent in this account. Keep informed with Immigration Police Service accessible here in view to obtain as soon as possible the permanent visa, necessary for regular payments to you. At the hostel (regulary P19 Regie Campus) you must sign an contract. Please sign with EUROWEB Coordinator aside – contract is in Romanian. Please keep informed at local Romanian Embassy/Consulate about visa procedure modifications. Be in Bucharest one week before course starting, to fulfill preliminary procedures. Ask EUROWEB PUB Coordinator Prof. Stancescu Stefan about any misunderstanding. Call him immediate from your point of access in Romania (airport, bus terminal, railway station).
